The Canadian LOA Verification System is an initiative of Languages Canada, an EduCanada brand authorized NGO, in collaboration with and powered by iCent.


How Does It Work?

Institutions issue LOAs

Using the Canadian LOA Verification System, a Canadian educational institution generates and issues a Letter of Acceptance (LOA) to a bona fide international student. The LOA is stored in a secure database located in Canada, and all updates made to the document by the institution are reflected in real time.

The student receives his or her LOA and provides it to government for verification as necessary (i.e. as part of the visa application process or at port of entry).

Referencing the document provided by the student, visa and port of entry officials can easily search the system database for the student's LOA and ascertain its validity and authenticity in a matter of seconds.


How Is It Governed?

The Canadian LOA Verification System is an initiative of Languages Canada, a national non-profit representative body with over 200 members, governed by a board of directors from Canadian public and private educational institutions, and powered by iCent, a Canadian technology provider trusted by IRCC and educational institutions across the country.

Who Owns the Data?

Institutions using the Canadian LOA Verification System to issue and verify Letters of Acceptance remain the sole owners of their data. The aggregate data is owned by Languages Canada, a national non-profit governed by elected leaders from the international education sector and accountable to its membership across the country. Aggregate data is used for the advancement of international education and shared as needed with system users, partners, and governments.


How Are Data and Privacy Protected?

iCent Canadian cloud infrastructure is ISO 9001:2015 and ISO 27001:2013 information security standards certified. The infrastructure is backed by best in class and secure AWS, governed by AWS privacy policies in compliance with Canadian privacy legislation such as the Personal Information Protection and Electronic Documents Act (PIPEDA). Data and servers are located in Canada; network and communication lines are protected using the strongest encryption products available. Launch of the Canadian LOA Verification System

The Canadian LOA Verification System was created and tested successfully in 2022. On April 3, 2023, a soft launch with full implementation will take place with a group of representative institutions from across Canada. The system will officially launch on October 1, 2023, at which point it will be available to all EduCanada brand eligible institutions.
